well, there is something new out there in the search for gain without strain. this one is called goga and instead of exercise, there's this sort of whole body vibration machine thing happening. it will shake you into shape. i know what you're thinking, what a bunch of nonsense. the instructors say that as the machine moves, your muscles contract. so, you get 4 to 6,000 muscle
7:11 pm

having families made whole again. >> of course, the key component to this, helping men find good jobs. that is proven to be critical in keeping the father and family stable once again. this next story will probably make you cringe next time you get on board a plane. the engine of a turkish airline plane caught fire in midair after it was struck by lightning. a passenger on the flight actually caught the incident on camera and it was also recorded from the ground. the flight was carrying 114 people, preparing to land when it was struck. the pilot turned on the motor's fire extinguisher and able to land safely. nobody hurt. we kicked off the weekend with just a little snow, but how will the weather affect your saturday and sunday? topper's forecast will tell us that. and the speed cameras are keeping you in check, but who is watching the watchers? we'll talk about that

we have a wusa9 exclusive for you tonight, featuring corruption and illegal use of funds. a police department sergeant is accusing the head of the city's automatic traffic enforcement program of doing. kristin fisher reports, the sergeant claims he has been removed from the unit after he complained to a superior about the program manager. lisa sutter. >> the program manager had been involved in a lot of things that i recognize
7:16 pm
immediately as being illegal, against policies and procedures, and things that warrant immediate attention. >> things that sergeant robinson says he carefully documented, like a $25,000 payment to a nonprofit without proper approval. and an $824 bill for a staff meeting at a d.c. restaurant. all of it, robinson says, was paid for by the money for violations. >> none of the funds were used on the program itself, no services was rendered to the government, i automatically recognize that as being improper. >> he claims the program manager refused to void more than 100,000 citations, at the same time, she did allegedly void tickets. the conclusion, robinson says the allegations were upheld, but no punishment. >> today, the program manager continues to be in position
7:17 pm
without any discipline. >> last september, robinson appealed to d.c. council chair, who at the time was chair of the judiciary committee. >> i give you four minutes, but that's it. >> robinson asked for an oversight hearing, but mendelson turned him down. >> a complaint such as he alleges, i take it seriously. i have no way of judging the accuracy and so what i do is i ask why to investigate to look into it. >> that office is the office of the inspector general. when i contacted them about it, all they would say is the office does not confirm or deny investigations. >> if there's one part of the government that is more useless than phil mendelson, it would be the inspector general. >> christopher is head of the local police union. he believe, like robinson, that part of the reason is being done that the photo enforcement program brings in millions for
7:18 pm
the city. $95million last year alone. >> if you have someone bringing in dollars, no one wants to investigate this person or that office, that's a problem. even if there wasn't a problem this time, if that office knows that it won't be investigated in the future, that's a recipe for abuse. >> the reason i'm doing it is because the public needs to be made aware on what's going on behind closed doors. >> now here's where it gets interesting. after kristen's story aired, we did hear from the d.c. cops. a spokesperson contacted us with the response, it was the statement and it reads, the allegations were reported to metropolitan police departments division and the office of the inspector general and handled accordingly. whatever that means. okay. there we go. >> so, we had an inch today, on this date, back in 2000, good snow. good snow. about 17 inches east of town and 10 inches downtown. go to our website, wusa9.com,
